The Bell Library is a community hub for education, literacy, and enrichment, offering programs that help youth develop skills, support families, and provide adults and seniors with lifelong learning opportunities

The Vernon Reads! Virtual Library Program provides subscriptions for e-book services to Vernon residents, and Amazon Kindle e-readers with Kids+ Kindle Unlimited e-book subscriptions to TK-12th grade students living in Vernon. For adult readers in the City, the program provides subscriptions to either Amazon Unlimited or Audible which, collectively, offer access to millions of e-books, audiobooks, and magazines. To participate in the Vernon Reads! Virtual Library Program, Vernon residents must submit an enrollment form. Once enrolled, families can apply with the City for an annual renewal.

Reading Partners is a nonprofit literacy program that provides individualized, one-on-one reading tutoring to elementary students who are reading below grade level. Volunteers are trained to deliver structured lessons targeting phonics, fluency, vocabulary, and comprehension. Tutoring occurs in schools or virtually and is evidence-based, aiming to improve literacy skills and build reading confidence.

Free writing and literacy programs that include after‑school tutoring, writing workshops, one‑on‑one support, field trips, and creative projects to help youth develop reading and writing skills. Programs support English language learners and help students express ideas confidently.
